The Role of the Treasurer

Melonie Bonner - Testing Center Manager, Kilgore College

Melonie Bonner currently serves as Manager of the Kilgore Testing Center located on the Kilgore College main campus.  She has served in this role for the past 25 and previously held a role in the Registrar’s office at the college.  She has worked in higher education for more than 28 years total and was employed at the University of Texas at Tyler in the Counseling & Career Services department from 1993-1995.

Melonie has made numerous state and national presentations for professional groups traveling to many states attending workshops and forums.  She served as the president of the Texas Association of Collegiate Testing Personnel from 2016-2017 and presently serves as interim Treasurer for the organization. 

Ms. Bonner holds several certifications from different agencies including Pearson, ETS, ABC, and the College Board and she has received two Excellence awards for her dedication and commitment to the GED testing program among other honors.

The Role of the President 

Dr. John R. Harrell II - Assistant Director of Academic Testing in the Office of Academic Advising and Student Success, University of North Texas at Dallas

Dr. John R. Harrell II has over decade of experience in higher education yielding expertise in enrollment management, student services, advising, and academic testing.  Dr. Harrell is a passionate education advocate with a track record for driving regulatory and standards compliance, directing enrollment management programs, and guiding initiatives to promote student growth and program completion.

Promotes coalitions across department and division lines to build top-performing teams, drive systemic change, and cultivate a transparent focus on eliminating barriers to educational equity and student success.

The Role of the President Elect

Alejandro Martinez, Jr. - Director of Testing Services, Texas A&M International University

I have been the Director of Testing Services at Texas A&M International University for 24 years. I have full charge of working with our budget and managing the center to its fullest potential. Although both being difficult and challenging, it is an important part of my job description and I have been successful in carrying out this charge. Making certain that all the expenses and the daily operations of the center are taken care of is a challenge. It’s a challenge I’ve enjoyed. The Testing Center offers an array of exams from TSI, TExES, GRE, TOEFL to proctored exams. This has allowed to have open communications with several of the vendors many of are familiar with. 

I’ve been involved with TACTP since 1998 and have attended nearly every conference since. As an active member. I have served as President, Secretary and Parliamentarian for the Texas Association of Collegiate Testing Personnel (TACTP). This has allowed me to work closely with board members and the membership.  It has allowed me to gain an insight as to the needs of the membership.

In addition, I am an active member of NCTA.  For the last three years, I served as Treasurer and currently serve on the Outreach and Growth Committee as a volunteer. Working closely with the NCTA board members and the membership has allowed me to gain insight of the needs in the testing world at the national level.

I have presented at both TACTP and NCTA as well as College Board. In addition I co-presented with ETS.

It is with great aspiration that I would like to see TACTP grow. Therefore, I’d like to serve on the board.  I believe part of the growth can and will happen as others become aware of the importance of the TACTP brand, resources and strong network available to everyone in the Texas testing profession. TACTP is a wonderful facet for members to connect and share their experiences - an important step in the growth process. Having served on TACTP and being part of the discussions with the changes in the educational system in Texas, I believe I can continue taking the TACTP brand to a higher level with the testing industry. I am excited about using my skills to advance the TACTP and I applaud the current board on a job well done.

I look forward to giving back the TACTP as much as possible and serve in any way that I may be needed.

Rachelle Land - Director of Transfer & Compliance, Texas Woman's University 

Ms. Land has over eight years of experience in education at the post-secondary level. Her work has primarily focused on the areas of student support and student success with particular focus on college readiness, academic advising, academic testing services, and undergraduate curriculum. Since 2011, Ms. Land has managed academic testing services for Texas Woman’s University. During her tenure, she developed and opened the university’s first academic testing center, expanding testing opportunities for enrolled students and the local population. In addition to managing testing services, Ms. Land oversees all aspects of undergraduate compliance, creating and implementing university policies and practices to satisfy state and federal regulations. She is a member of the National Academic Advising Association, the National College Testing Association, the Texas Association of Collegiate Testing Personnel, and the Texas Association of Collegiate Registrars and Admissions Officers. 

Craig Balch - Testing Center & Transient Student Coordinator, Midland College

Craig has been Testing Coordinator at Midland College since November 2013.  Prior to becoming Testing Coordinator, Craig served as an Academic Advisor at Midland College, Howard College, and Temple College.  His first experience in Testing was at Howard College, where the Counseling Center and Testing were a combined office where he administered TASP and GED.  Craig joined TACTP in 2015 after learning about the organization at the National College Testing Association Conference in 2014. Craig earned his Bachelor’s degree from Texas A&M University and a Master’s degree from East Texas State University. Craig has been married for 26 years and has two children.  The oldest is an Art teacher and the youngest is freshman in college.
